Somewhere in Chicago right now, a founder is looking at an Illinois tax bill and doing the math in their head, while a friend posts a Tuesday sunset from a Dubai rooftop. I have watched plenty of Chicago founders and professionals make the move since I arrived in Dubai in 2007, and when they sit down with me the conversation almost always comes back to three things: how much of their income they keep, what a normal month costs, and how it feels to walk home at night.

So rather than simply tell you Dubai is better, I have put the two cities head to head on the six things people ask me about most, all in US dollars, so you can judge for yourself.

1. Income tax: Dubai wins by about $12,200 a year

Dubai wins this one outright, because the UAE does not levy income tax on individuals, while Illinois takes a flat 4.95% of net income, which the Illinois Department of Revenue has applied since July 2017.

Illinois lets each filer subtract a personal exemption allowance, which is $2,925 for 2026, so a founder in Chicago on $250,000 has $247,075 taxed at 4.95%, and the state bill comes to about $12,230 a year. On every extra $1,000 they earn, about $49.50 goes to Illinois, and that is before federal tax, which US citizens file wherever they live, and before payroll taxes.

2. Rent: level

Rent is a dead heat, and I would rather show it straight. A one-bedroom apartment in the city center averages $2,400 a month in Chicago and $2,396 in Dubai on Numbeo’s September 2026 prices, and three bedrooms come to $4,609 against $4,513, so Dubai is a little cheaper for families even where the one-bedroom is level.

3. Everyday costs: Dubai wins on the basics

Dubai wins on day-to-day spending too. One person’s everyday costs before rent come to about $1,297 a month in Chicago against $1,145 here, so with rent included the month costs about $3,697 in Chicago and $3,541 in Dubai.

The gap shows up in the small things, which is usually what new arrivals notice first. A meal at an inexpensive restaurant is $13 instead of $20, dinner for two at a mid-range restaurant is $82 instead of $90, and a pound of chicken is $4.15 instead of $6.65.

For a family of four the picture is much the same, with everyday costs before rent of about $4,732 a month in Chicago and $4,027 in Dubai, and about $9,341 against $8,540 once a three-bedroom apartment in the city center is included. The month costs less in Dubai, and the real difference is how much of your income is left to pay for it.

4. School fees: Dubai wins by $13,597 per child

For families the biggest line on the budget is often school, and this is where the difference really opens up. A year at an international primary school costs about $31,538 per child in Chicago and $17,941 in Dubai, while a month of preschool runs about $1,537 in Chicago against $859 here. With two children in primary school that is about $27,200 a year, which changes the whole question of what the move is worth.

5. Safety: Dubai wins, and residents feel it

Dubai wins clearly on safety. Its crime index, a score built from what residents report where lower means safer, sits at 16.2 against 65.2 in Chicago, so it is about a quarter of the level. One of the survey questions shows the gap best: asked how safe they feel walking alone at night, Dubai residents score it 83 out of 100 and people in Chicago 27.
