Somewhere in Lisbon right now, a founder is enjoying the sunshine and the pastries and wondering how a city that feels so affordable can still take close to half of a good year in tax, while a friend posts a Tuesday sunset from a Dubai rooftop. I have watched plenty of founders and professionals from across Europe make the move since I arrived in Dubai in 2007, and when they sit down with me the conversation almost always comes back to three things: how much of their income they keep, what a normal month costs, and how it feels to walk home at night.
So rather than simply tell you Dubai is better, I have put the two cities head to head on the six things people ask me about most, all in euros, so you can judge for yourself, including the places where Lisbon comes out ahead.

1. Income tax: Dubai wins by about €107,832 a year
Dubai wins this one outright, because the UAE does not levy income tax on individuals, while Portugal takes a share of the same salary through income tax, a solidarity surcharge and an 11% social security contribution.
For 2026 Portuguese income tax runs through nine brackets, from 12.5% on the first €8,342 up to 48% on taxable income above €86,634, with a solidarity surcharge on top for high earners. Employees also pay 11% of their salary in social security, which on a €216,675 salary is about €23,800 a year.

2. Rent: Lisbon costs about €681 a month less
This is the one line where Lisbon comes out ahead on the sticker price. Step up to three bedrooms in the center and it becomes €2,483 in Lisbon against €3,911 a month in Dubai. Over a year that rent gap is worth about €8,175, which is real money until you set it beside the €107,832 of tax in the first section, because the tax gap is several times larger.

For a family of four the everyday costs before rent are about €2,699 a month in Lisbon and €3,490 in Dubai, and about €5,180 against €7,402 once a three-bedroom apartment in the city center is included. Month to month, Lisbon costs less than Dubai, and that is fine, because the real difference is how much of your income is left to pay for it.
4. School fees: about €679 a year less per child in Lisbon
For families the biggest line on the budget is often school. A year at an international primary school costs about €14,870 per child in Lisbon and €15,549 in Dubai, while a month of preschool runs about €596 in Lisbon against €744 here. School fees are not where the case for Dubai is won, and with two children in primary school the difference is about €1,359 a year, which is small next to the tax.

5. Safety: Dubai wins, and residents feel it
Dubai wins clearly on safety. Its crime index, a score built from what residents report where lower means safer, sits at 16.2 against 32.9 in Lisbon, so it is about half the level. One of the survey questions shows the gap best: asked how safe they feel walking alone at night, Dubai residents score it 83 out of 100 and people in Lisbon 61.
