Somewhere in Houston right now, a founder is enjoying a one-bedroom apartment for about $1,650 a month and wondering whether cheap rent and no state income tax settle the question, while a friend posts a Tuesday sunset from a Dubai rooftop. I have watched plenty of Houston founders and professionals make the move since I arrived in Dubai in 2007, and when they sit down with me the conversation almost always comes back to three things: how much of their income they keep, what a normal month costs, and how it feels to walk home at night.
So rather than simply tell you Dubai is better, I have put the two cities head to head on the six things people ask me about most, all in US dollars, so you can judge for yourself.

1. Income tax: level on state tax, so the case rests on everything else
Texas does not tax personal income, so on state tax alone Houston and Dubai both come in at $0, and I would rather say that plainly than dress it up. The federal return is a separate matter, because US citizens file one wherever they live and the IRS rates for 2026 climb in steps from 10% to 37%, so federal tax is the one bill that follows you in both places.
What that means in practice is that Houston is an honest test of the whole comparison. With the state tax line level, the difference has to come from what a normal month costs, what a child’s school costs and how the walk home feels, and the rest of this page shows those side by side, including the lines where Houston comes out ahead.

A one-bedroom apartment in the city center averages $1,654 a month in Houston and $2,396 in Dubai on Numbeo’s October 2026 prices, and three bedrooms in the center come to $3,097 against $4,513. 3. Everyday costs: Houston is slightly lower
Houston is a touch lower on day-to-day spending. One person’s everyday costs before rent come to about $1,116 a month in Houston against $1,145 here, so with rent included the month costs about $2,771 in Houston and $3,541 in Dubai.

The gap shows up in the small things, which is usually what new arrivals notice first. A meal at an inexpensive restaurant is $13 instead of $20, a pound of chicken is $4.15 instead of $5.78, and a pound of beef is $5.89 instead of $7.40, although dinner for two at a mid-range restaurant is a little cheaper in Houston at $75 against $82.

For a family of four the month is a different story, with everyday costs before rent of about $4,004 a month in Houston and $4,027 in Dubai, and about $7,101 against $8,540 once a three-bedroom apartment in the city center is included. Houston is lower on the monthly bill, and the school fees below are where the family numbers tilt toward Dubai.
4. School fees: Dubai wins by $4,292 per child
For families the biggest line on the budget is often school, and this is where the difference really opens up. A year at an international primary school costs about $22,233 per child in Houston and $17,941 in Dubai, while a month of preschool runs about $2,194 in Houston against $859 here. With two children in primary school that is about $8,600 a year, which changes the whole question of what the move is worth.

5. Safety: Dubai wins, and residents feel it
Dubai wins clearly on safety. Its crime index, a score built from what residents report where lower means safer, sits at 16.2 against 62.7 in Houston, so it is about a quarter of the level.
