Taxes, Rent and Safety Compared 2026
Updated October 2026 · 5 minute read · Not tax, legal or immigration advice
Beside the Tay in Perth, a founder is looking at the year's numbers and wondering how much of the profit will stay with them, while a friend posts a Tuesday sunset from a Dubai rooftop. I have watched plenty of founders and professionals from across Scotland make the move since I arrived in Dubai in 2007, and when they sit down with me the conversation almost always comes back to three things: how much of their income they keep, what a normal month costs, and how it feels to walk home at night.
So rather than simply tell you Dubai is better, I have put the two places head to head on the things people ask me about most, all in pounds, so you can judge for yourself, including the places where Perth, Scotland comes out ahead. Numbeo has only a small number of price reports for Perth, so I have only included the figures I could verify from official sources and left the rest out.
Key takeaways
Income tax: on a £186,958 income, Scottish income tax and National Insurance take about £83,124 a year, while Dubai takes £0.
Rent: a one-bedroom apartment averages £522 a month across Perth and Kinross and £1,792 in Dubai’s city center, so Perth, Scotland is about £1,270 a month cheaper on rent alone.

1. Income tax: Dubai wins by about £83,124 a year
Dubai wins this one outright, because the UAE does not levy income tax on individuals, while Scotland sets its own income tax rates and, together with UK National Insurance, takes a share of the same salary twice.
For 2026/27 Scotland gives you the standard personal allowance of £12,570, then taxes income at 19% up to £16,537, 20% up to £29,526, 21% up to £43,662, 42% up to £75,000, 45% up to £125,140 and 48% above it, and withdraws the allowance completely once income reaches £125,140. National Insurance adds 8% on earnings between roughly £12,570 and £50,270 and 2% on everything above.
Picture a founder in Perth, Scotland taking £186,958, which is about $250,000 at the Federal Reserve’s mid-September rate. Income tax comes to about £77,374 and National Insurance to about £5,750, so roughly £83,124 goes every year, and on each extra £1,000 they earn about £500 goes with it. Across the full year that is about 44% of the whole income gone before a single bill is paid.

Scottish income tax is charged on people who count as Scottish taxpayers, so what applies to you once your home is in Dubai depends on the residence rules that apply to your own situation. This is not tax advice. Speak to a tax specialist in your home country.
2. Rent: Perth, Scotland is about £1,270 a month cheaper
I would rather show this one straight: rent is lower in Perth, Scotland. The Scottish Government’s private rent statistics put the average one-bedroom rent across Perth and Kinross at £522 a month in 2025, which is about £522 at $1.3372 to the pound, against £1,792 for a one-bedroom apartment in Dubai’s city center, a difference of about £1,270 a month. Three bedrooms average £964 against £3,375 in Dubai, so Perth, Scotland stays cheaper for families too, although that gap is much smaller than the tax bill above.
These are averages across the whole area and not the town center, so they are a guide and not an exact like for like, and it is worth checking current listings before you decide.
3. Safety: Dubai wins, and residents feel it
Dubai wins clearly on safety. Its crime index, a score built from what residents report where lower means safer, sits at 16.2 against 29.9 in Perth, Scotland, which puts Dubai at a little over half of the level. One of the survey questions shows the gap best: asked how safe they feel walking alone at night, Dubai residents score it 83 out of 100 and people in Perth, Scotland 59.
Numbeo’s Perth, Scotland survey rests on 16 contributors over the past five years, so treat it as a guide and not a verdict.

For parents that shows up in how much freedom the children get, and for everyone else it shows up in how rarely you find yourself thinking about it.
4. What you keep: about £67,887 more in Dubai
Put tax and rent together and the picture is clear. Take a single person on £186,958 who rents a one-bedroom apartment at the area average: after a year of tax and rent they keep about £165,456 in Dubai and about £97,600 in Perth, Scotland, a gap of £67,887 in a single year. I have left everyday costs out here because I could not verify a monthly everyday-cost figure for Perth, Scotland, so this counts only tax and rent. It is one number, but it lines up with the first section, because almost all of the gap is tax.
