Taxes, Rent and Safety Compared 2026

Updated October 2026 · 5 minute read · Not tax, legal or immigration advice

In Livingston, one of Scotland's new towns, a professional is opening a payslip and wondering where close to half of the last pay rise went, while a friend posts a Tuesday sunset from a Dubai rooftop. I have watched plenty of founders and professionals from across Scotland make the move since I arrived in Dubai in 2007, and when they sit down with me the conversation almost always comes back to three things: how much of their income they keep, what a normal month costs, and how it feels to walk home at night.

So rather than simply tell you Dubai is better, I have put the two places head to head on the things people ask me about most, all in pounds, so you can judge for yourself, including the places where Livingston comes out ahead. Numbeo has only a small number of price reports for Livingston, so I have only included the figures I could verify and left the rest out.

Key takeaways

Income tax: on a £186,958 income, Scottish income tax and National Insurance take about £83,124 a year, while Dubai takes £0.

Rent: a one-bedroom apartment averages £612 a month across West Lothian and £1,792 in Dubai’s city center, so Livingston is about £1,180 a month cheaper on rent alone.

What you keep: after tax and a year of one-bedroom rent, about £165,456 stays with you in Dubai against about £96,490 in Livingston.

Safety: Dubai residents rate walking alone at night 83 out of 100, while people in Livingston give it 39.

Getting home: Emirates flies to Dubai from Edinburgh and Glasgow, 7 times a week from each, in about 7 hours 25 minutes.

1. Income tax: Dubai wins by about £83,124 a year

Dubai wins this one outright, because the UAE does not levy income tax on individuals, while Scotland sets its own income tax rates and, together with UK National Insurance, takes a share of the same salary twice.

For 2026/27 Scotland gives you the standard personal allowance of £12,570, then taxes income at 19% up to £16,537, 20% up to £29,526, 21% up to £43,662, 42% up to £75,000, 45% up to £125,140 and 48% above it, and withdraws the allowance completely once income reaches £125,140. National Insurance adds 8% on earnings between roughly £12,570 and £50,270 and 2% on everything above.

Picture a founder in Livingston taking £186,958, which is about $250,000 at the Federal Reserve’s mid-September rate. Income tax comes to about £77,374 and National Insurance to about £5,750, so roughly £83,124 goes every year, and on each extra £1,000 they earn about £500 goes with it. Across the full year that is about 44% of the whole income gone before a single bill is paid.

£186,958 is about $250,000 at $1.3372 to the pound, 2026/27 Scottish income tax rates and bands (gov.scot, gov.uk) and UK National Insurance rates (gov.uk). Not tax advice.

Scottish income tax is charged on people who count as Scottish taxpayers, so what applies to you once your home is in Dubai depends on the residence rules that apply to your own situation. This is not tax advice. Speak to a tax specialist in your home country.

2. Rent: Livingston is about £1,180 a month cheaper

I would rather show this one straight: rent is lower in Livingston. The Scottish Government’s private rent statistics put the average one-bedroom rent across West Lothian at £612 a month in 2025, which is about £612 at $1.3372 to the pound, against £1,792 for a one-bedroom apartment in Dubai’s city center, a difference of about £1,180 a month. Three bedrooms average £1,044 against £3,375 in Dubai, so Livingston stays cheaper for families too, although that gap is much smaller than the tax bill above.

These are averages across the whole area and not the town center, so they are a guide and not an exact like for like, and it is worth checking current listings before you decide.

3. Safety: Dubai wins, and residents feel it

Dubai wins clearly on safety. Its crime index, a score built from what residents report where lower means safer, sits at 16.2 against 54.1 in Livingston, which puts Dubai at under a third of the level. One of the survey questions shows the gap best: asked how safe they feel walking alone at night, Dubai residents score it 83 out of 100 and people in Livingston 39.

Numbeo’s Livingston survey rests on 23 contributors over the past five years, so treat it as a guide and not a verdict.

For parents that shows up in how much freedom the children get, and for everyone else it shows up in how rarely you find yourself thinking about it.

4. What you keep: about £68,966 more in Dubai

Put tax and rent together and the picture is clear. Take a single person on £186,958 who rents a one-bedroom apartment at the area average: after a year of tax and rent they keep about £165,456 in Dubai and about £96,490 in Livingston, a gap of £68,966 in a single year. I have left everyday costs out here because I could not verify a monthly everyday-cost figure for Livingston, so this counts only tax and rent. It is one number, but it lines up with the first section, because almost all of the gap is tax.

You are still one flight from home

Moving here does not mean leaving Scotland behind. Emirates currently flies to Dubai from both Edinburgh and Glasgow, 7 times a week from each, and each journey takes about 7 hours 25 minutes. I could not find an Emirates service from Livingston itself, so you would travel to one of those two airports or connect elsewhere, and family, friends and a long weekend back home all stay within reach. Check emirates.com for the current timetable.

Who should make the move?

The founder or professional earning well in Livingston. If your income runs into the hundreds of thousands, the tax line alone is worth about £83,124 a year on £186,958, and that is before you count a single bill.

The business owner whose clients are already global. Your work travels with you, and flights from Edinburgh and Glasgow keep Scotland within reach whenever you need it.
